Most website work in India is quoted as a fixed project price, and for a defined scope that is the safer arrangement for a buyer: you know the number before you commit, and the risk of the work taking longer sits with the developer rather than with you.
Hourly billing makes sense for open-ended work, such as ongoing changes, or a project where nobody can yet describe the finished thing. The same applies to upkeep: a website maintenance services plan is a predictable monthly line, while paying per incident is not, and per-incident is how most small sites end up spending more. The danger with hourly is that a small monthly number becomes a large yearly one without anyone deciding it should. If you are offered an hourly rate for a standard business website, ask for a fixed quote instead. Does GST Apply to Website Development in India?
Yes. Website design and development are taxable services in India, charged at 18% GST by any provider who is GST-registered. What varies between quotes is whether that is already included in the number you are reading.
So ask one question of every quote you receive: is this inclusive or exclusive of GST? A ₹9,999 quote that becomes ₹11,799 on the invoice is not dishonest if it said plus GST, but it is a real difference, and it tends to get noticed only at payment time. In practice, for a small business website in India, no. “Website design cost” and “website development cost” are used interchangeably by most providers, and quotes almost always cover both the visual design and the actual build together. The distinction only matters for large custom projects where a separate design team hands off to a separate development team — that is not how small business websites are built, and you should not pay for it as if it were. The Ongoing Costs Most Quotes Leave Out
The development cost is one-time. But a website has small recurring costs that a fair quote should mention upfront: a domain (roughly ₹700 to ₹1,500 per year), hosting (see our website hosting charges guide — typically ₹200 to ₹800 per month for shared hosting), and optionally a maintenance plan if you want updates, backups, and security handled for you. None of these are big numbers, but a provider who hides them until after you have paid for the build is not quoting honestly.
